convert_gated_clocks

ECO command. Convert gated clocks to MUX logic.
In metal ECO, if gated clock cell is not in spare gate list, this command should run before map_spare_cells
Usage: my $cnt = convert_gated_clocks();
$cnt: The number of gated clock cells having been converted
