what's the difference between this and the v2?

The v2 was put out a day after this one, so it's confusing.
This is only the quantized models for the v2 and v3, but I found this table:
Despite these numbers that indicate v3 can be an improvement of v2 (or not), sometimes people find one version better suited to their needs than the other. (So I'd say v3 is just another option to test)
