Clarify: based on the LLaMA-2 weights, or not? If so: violation of the LLaMA-2 license?

It says "based on LLaMA-2" which would indicate the LLaMA-2 weights have been used to initialize the model.

But in this case, the license would supposedly need to be the LLaMA-2 license with the same issues ("Additional Commercial Terms"), cannot be Apache 2.0, and the way this model is currently distributed violates the LLaMA-2 license by not including the required "attribution notice"?

The license we set is the "llama2" not only the "Apache 2.0". We also mentioned this in Model Introduciton: " It is licensed under the LLaMA-2 license and Apache 2.0 License...".
