[Diffusers] Re-instate 0.9 VAE as default VAE

This PR makes the 0.9 VAE the default vae in spirit of https://huggingface.co/stabilityai/stable-diffusion-xl-base-1.0/commit/47cd5302d866fa60cf8fb81f0e34d42e38f6100c .
The 0.9 VAE should also remedy problems as reported in https://github.com/huggingface/diffusers/issues/4363 and https://github.com/huggingface/diffusers/issues/4310
