I was thinking that it needed to have the same license as Gemma 2, but since it's a physically separate file, it doesn't need to have the same license, right?

Gemma is under the Gemma License (https://ai.google.dev/gemma/terms), which is basically Apache 2.0, but a slight restriction saying that you cannot use it for anything on the prohibited list (https://ai.google.dev/gemma/prohibited_use_policy).

I would set Apache 2.0 on it and write that they also have to comply with the Gemma 2 license.
